Is the story of Babel in Gen 11:1-9, exclusively about the origins of cultural difference or about pride and punishment?"
Also, in your research and study is there a "doctrine of retribution" in the Old Testament of human beings who presume to usurp divine privileges? What say ye? CM

Based on the text alone, it's about God introducing division into the human race so people cannot unify and accomplish things as great as unity would provide.
God punished Aaron's sons Nadab and Abihu for offering what He had not commanded. As was the case for all worshiping idols. And King Uzziah performing a ministerial role meant for Aaron's descendants.
